Investigating

We have detected issues related to longer response times and some messages not being delivered through bots. These Facebook bugs are being investigated as the most likely causes: https://developers.facebook.com/support/bugs/1827375210715953 and https://developers.facebook.com/support/bugs/229513894376133. We're monitoring the situation and will post an update as soon as we have more information.
